Question about buying drum heads?

Does it come with both the top and bottom head for both drum?

Both links you shared list the heads as "batter heads" which are top heads. If you need resonant (bottom) heads, you will need to purchase them separately. Resonant heads are thinner and only need to be changed about every third time you change the batter heads.
