Is it normal for the hoops (rims) on my Snare Drum to be bent/crooked?
Uhmm... they're bent.
If they're out of round, then yes that's very bad because it will cause tuning/head seating problems.
If it's just a ding on the top from a stick or dropping it, it shouldn't be that much of a big deal.
If it was me, that hoop is getting replaced ASAP. I don't want it to cause tuning issues even if I'm sure it's cosmetic.
If you have a local drum shop, go there to see if they have hoops. If you want to find one online then go to www.drummaker.com. They're about $15 each for a 2.3mm super hoop (standard, non-Die Cast hoop) in Chrome, black or brass.
Know how to determine which hoop to buy or ask around for.
-Measure the diameter of the drum (most common is 14"
-count the amount of lugs (most common for snare is 
-Is it the batter (top) or snare-side hoop (bottom)?
i.e. 14" 8 Lug Snare side hoop.
